DoLLo My guess is you are not the only one. This DLC won't be automatically imported and marked as owned here, as long as it isn't showing up in publicly available collection on Steam: 
This screenshot shows "All Games" page of someone who owns Iceborne DLC on Steam. It's not listing this title at all.
For now, you need to add it manually to your collection.
