It's basically a toss up between MIndless open world action VS thoughful story based linear game.
I've played and enjoyed Just Cause 2 and 3 and also all the Tomb Raider games. I prefer Tomb Raider games as Mindless action is fun but does get boring fast.
Finally at the end of the day, Tomb Raider games leave a sweeter taste in the mouth than Just Cause I feel.
