AFAIK, it's what you called VCC (Virtual Credit Card)
kinda like prepaid debit card
i've been using entropay for a long time (iirc it's same like skrill)
i just stop using it, due entropay vcc issuer changed the policy so only EU region people can make the vcc, so outside of EU region won't use their service again
or you can try alipay aswell it's kinda paypal but it's based on china, and it's been used in many merchant so i'm sure it's legit too (like humble bundle etc)
or from local side, if there is any bank in your country that support "secure code master card or vbv visa" or anything that can use 3dsecure online payment, you might try using that card directly in payment (except the issuer of said card is restricting it for using online transaction)
i'm using this method right now, since some of bank in my country available and offering this method as service (i as well didn't have any Credit Card, so only debit card is my option, and most debit card in my country is restricted to do online purchase directly)
