Some games don't come to commonly used launchers and stores because of conflicts with the terms of service or other reasons, so they are sold directly from the publisher.
For example, JAST USA.
There is an option on the site to mark "DRM Free" in the launchers, but I don't think there is any title that wasn't actually tied to any platform.
